Message Ambassador of the Japan


I would like to express my gratitude to CEFOF for giving me an opportunity to extend my sincere and best wishes to the distinguished readers at this new stage of cooperation by the Japanese Government through the Japan International Cooperation Agency (JICA).

The cooperation by Japanese Government to CEFOF started in the year 1991, before the official establishment of CEFOF, with a donation of funds for the construction of the building and for its equipment. This was followed by a five year technical cooperation program in which Japanese experts transferred their knowledge of productivity to the Costa Rican professionals of the Center.

After the completion of this phase in 1997, a further five year cooperation program namely the “Regional Course of Productivity” was started with a view to disseminate knowledge acquired by CEFOF to other countries in the region of Central America. This was extended later to the Caribbean countries. As a result of this effort, a total of 180 participants from Central American and the Caribbean have received the benefit of JICA scholarship.

Now a new phase of cooperation by the Japanese Government is starting with a hope that the industrial sector of Costa Rica as well as that of the Central American countries will increase their knowledge of productivity techniques to develop industries which are competitive outside the region.

The Japanese Experts have for 5 years on this Project and in other countries and have broad experience in their field. It is my hope that their knowledge and spirit would help the development of productivity and this would be applied to small and medium Costa Rican companies thereby enabling them to attain an international level of productivity.

Message Vice-Minister of Science and Technology of Costa Rica

On December 7th 2000, the Record of Discussions (R/D) and the Minute of Meeting (M/M) were signed, making possible the beginning of the Second Phase of the Project – Type Technical Cooperation Program between the Government of Costa Rica and The Government of Japan, to be executed from the year 2001 until the year 2006. It is called “Project for the Improvement of Productivity in the Enterprises of the Republic of Costa Rica” and represents a far-reaching event for the technical development of Costa Rica and the Central American Region.

This cooperation will last for five years and will strengthen the technical capacity of the Center consolidating it as a Regional Center for Productivity. It will includes Dispatch of Japan Experts in the following fields: a. Production Management, Quality Management, Administrative Management, Productivity Measurement and Donation of Machinery and Equipment According to this, CEFOF has been widening its scope of action to become a Regional Center for Productivity, considering from the experience of other countries that those organizations that work on the topic of productivity are fundamental for the sustainable social, economic, environmental and cultural development of their countries, in order to generate and maintain work, jobs and income levels that improve the quality of life of the citizens.

This project is located in the province of Alajuela, Costa Rica.

General objective of the Project

To strengthen the Productivity Improvement activities through CEFOF in Costa Rica and the Central American Region

To enable CEFOF to implement and upgrade productivity improvement activities to Costa Rican enterprises.

Message Executive Director of CEFOF

The Government of the Republic of Costa Rica and the Government of Japan have been developing a Technical cooperation program and consolidation of CEFOF as a Regional Productivity Center CEFOF Project has been laid on the firm conviction that it is essential to contribute on increasing productivity in Small and Medium Enterprises in the Central American Region through the completion and modernization of human resources, as a fundamental mechanism to increase a higher competitiveness of the economic sectors of the region.

The Second Phase of the Project-Type Technical Cooperation Program between the Government of Costa Rica and the Government of Japan, to be executed from the year 2001 until the year 2006. It is called “Project for the Improvement of Productivity in the Enterprises of the Republic of Costa Rica” and represents a far-reaching event for the technical development of Costa Rica and the Central American region.
