I would like to express my gratitude to CEFOF for giving me an
opportunity to extend my sincere and best wishes to the distinguished
readers at this new stage of cooperation by the Japanese Government
through the Japan International Cooperation Agency (JICA).
The cooperation by Japanese Government to CEFOF started in the year
1991, before the official establishment of CEFOF, with a donation of
funds for the construction of the building and for its equipment. This
was followed by a five year technical cooperation program in which
Japanese experts transferred their knowledge of productivity to the
Costa Rican professionals of the Center.
After the completion of this phase in 1997, a further five year
cooperation program namely the “Regional Course of Productivity” was
started with a view to disseminate knowledge acquired by CEFOF to other
countries in the region of Central America. This was extended later to
the Caribbean countries. As a result of this effort, a total of 180
participants from Central American and the Caribbean have received the
benefit of JICA scholarship.
Now a new phase of cooperation by the Japanese Government is starting
with a hope that the industrial sector of Costa Rica as well as that of
the Central American countries will increase their knowledge of
productivity techniques to develop industries which are competitive
outside the region.
The Japanese Experts have for 5 years on this Project and in other
countries and have broad experience in their field. It is my hope that
their knowledge and spirit would help the development of productivity
and this would be applied to small and medium Costa Rican companies
thereby enabling them to attain an international level of productivity.
